640 3280/378) of the 22nd January last, I am directed by Mr. Secretary Chamberlain to transmit to you herewith a copy

of a telegram from His Majesty's Chargé d'Affaires at Peking regarding the proposed negotiations with the Chinese Government for a general settlement of the question of the registration and protection in China of British subjects

of Chinese origin.

In paragraph 4 of Mr. Chamberlain's despatch No. 30 of January 15th, a copy of which was enclosed in that letter, Sir R. Macleay was authorised to claim the right to register and protect in China four categories
